Wilma "Amy" T. Eisma, Esq.

Administrator & CEO, Subic Bay Metropolitan Authority (SBMA)
Action-oriented and forward-looking, Amy is a strategist and catalyst for change. By harnessing her legal education, government background, regulatory experience, and business and cultural exposure, she has effectively handled complex issues and concerns in both the private and the public sectors. Her integrity and professional work ethic are beyond doubt, even as she sets positive examples of creativity, initiative, and resourcefulness at the workplace. Amy first joined government as one of the 8,000 civic-minded citizens who responded to the call for volunteers to protect the former Subic Naval Base from pillage when the Americans hurriedly left it after Mt. Pinatubo erupted. Fired with the Filipino values of malasakit and kusang-loob, she selflessly served the Subic Bay Metropolitan Authority (SBMA) as executive assistant to the chairman and member of its Legal Department. Little did she know then that after two decades, she would return to the place she had always called home. From 1998 to 2001, Amy served the Philippine House of Representatives and the Philippine Department of Trade and industry (DTI). At DTI, she worked closely with the head of agency in areas covering but not limited to administration, issues management, and providing legal, legislative, policy-making, and practical advice. She was also a member of the DTI team that negotiated and convinced Philip Morris International (PMI) to invest and build its manufacturing plant in the Philippines instead of Thailand. In 2001, Amy came on board Philip Morris Philippines Manufacturing Inc. (PMPMI) and eventually PMFTC, the Philippine affiliate of PMI. Her 15-year career as corporate, government and regulatory affairs, community and farmer relations and diversity and inclusion manager yielded internationally-acclaimed farmer programs, best practice systems, and leading innovations in agriculture labor relations, communication programs, and government relation strategies in a supply chain setting. She also successfully lobbied for the enactment of the Philippine Tobacco Regulation Act of 2003 and the amendment to the Excise Law in 2005 and 2012. Highlighting her career at PMFTC were several awards of excellence1 from PMI, as well as various international awards in the field of corporate social responsibility2 . Notwithstanding her remarkable and lucrative career in the private sector, Amy again responded to the call of civic duty in December 2016, when she accepted Philippine President Rodrigo...
